Workforce Planning Officer
The Human Resources Department / Workforce Planning Unit is currently looking for a Workforce Planning Officer reporting to the Workforce Planning Manager. This is a central position that is primarily based on Beirut campus, with occasional commuting to Byblos campus.Role Summary
The Workforce Planning Officer is mainly responsible for collecting, analyzing, and interpreting data pertaining to staffing and capacity analysis exercises.
Main Duties & Responsibilities
- Gathers and analyzes staffing data from various departments across the university to identify staffing trends, needs, and operational gaps
- Maintains databases and systems to ensure workforce/staffing information
- Prepares data sets, reports and visualizations to support capacity analysis exercises
- Conducts research on best practices, ratios, and other operational efficiency metrics
- Follows up on data collection with departments/offices needed to understand their workforce needs, priorities, and challenges
- Assists the Workforce Planning Manager in developing workforce plans that address both present and future staffing needs by analyzing existing workloads and capacity staffing levels, and forecasting future needs
- Monitors workforce metrics (staffing types, utilization, etc.) and assesses the effectiveness of implemented workforce plans to identify opportunities for enhancement and recommend improvements
- Provides insights based on data analysis regarding staffing levels, operational efficiency, schedules, and other related factors to ensure continuity of operations
- Conducts predictive analysis to forecast HR trends, such as future staffing needs and attrition risks
- Contributes to staffing plans aimed at optimizing resource allocation, and prepares and monitors corresponding budget allocations
- Identifies opportunities for process improvements in workforce planning and data management practices
- Stays informed about evolving trends and best practices in workforce planning trends and best practices within the context of higher education
- Handles the filing and organization of work materials
- Provides backup support when needed to ensure continuity of operations
- Performs other duties pertinent to this job as assigned
Minimum Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Data Analytics, or a related field
- Minimum 3 years of experience in workforce planning or data analysis, preferably within a higher education or complex organizational setting
- Strong analytical and problem-solving abilities
- Proficiency in Microsoft Office Suite, especially Excel, and familiarity with data visualization tools (e.g., Tableau, Power BI)
- Excellent communication and interpersonal skills for engaging with a diverse group of stakeholders
- Ability to manage multiple tasks, prioritize effectively, and adhere to deadlines
