Job Summary:
The Assistant Vice President for Human Resources (AVP-HR) is mainly responsible for assisting the VP-HRUS in creating and realizing LAU’s HR vision and strategy for the long and short term including, but not limited, to employment procedures, payroll management, benefits administration, job classification and compensation, staff time management, performance management and training activities. The AVP-HR oversees the administration of the University’s human resources management systems and supervises all the activities of the HR Offices in Beirut and Byblos campuses.
The AVP-HR reports to the Vice President for Human Resources & University Services (VP-HRUS).
Basic Functions & Responsibilities:
1. Provides strategic and tactical planning, development, evaluation, and coordination of all HR functions and systems of the University.
2. Recommends necessary amendments on the HR Policies and Procedures of the University whenever necessary.
3. Works on designing and improving HR systems and tools to respond to effected changes in University HR Policies and Procedures.
4. Solid knowledge of the Lebanese Labor Law and the NSSF regulations. Keeps abreast of any changes that may impact the HR Policies of the University. Oversees the full compliance in administering the Lebanese NSSF for Lebanese staff and students, overseeing the implementation of taxation rules applicable in Lebanon and USA.
5. Monitors and controls the implementation of the recruitment procedure in all hiring processes, instilling an environment of equal opportunity in recruitment in accordance with applicable rules and regulations.
6. Reviews and approves all recruitment processes, communicates placement recommendations to the VP-HRUS and resolves potential problems or misunderstandings that may arise in any hiring process.
7. Responsible for all HR automation and systems, ensuring their smooth and accurate operation and update, especially payroll administration, within the segregation of duties business environment.
8. Updates and coordinates the University’s Group Medical Insurance Bidding Specifications. Plays a leading role in administering all insurance bidding processes.
9. Intervenes in resolving conflicts with insurance providers that the HR Offices could not resolve through regular operational channels.
10. Oversees the administration of the Pension Plan for entitled personnel and the U.S. Social Security for all eligible faculty and staff.
11. Overlooks the proper administration of educational benefits as stipulated in LAU Policy, ensuring its accurate and fair application for entitled personnel.
12. Takes the leading role in designing a performance appraisal program for staff, and in applying and monitoring it.
13. Leads all employee development strategic initiatives instilling a culture of continuous learning for the University staff.
14. Draws up and submits proposals for the Human Resources Department budget, and monitors its implementation.
15. Evaluates the performance of subordinates and opines on their promotion, merit increases, transfers, disciplinary measures and termination.
16. Represents the HR Department on councils and committees whenever needed.
17. Performs other duties pertinent to this job as assigned or appropriate.
Minimum Qualifications:
· Master’s degree in Human Resources or a related field from a renowned university. HR certification is a plus.
· Minimum 15 years of work experience, at least 5 of which in leading HR positions.
· Well versed in all HR skills and competencies, with a proven success track in leading an HR department.
· Ability to lead a diversified team and to set strategic HR initiatives.
· Excellent communication and interpersonal skills, with public speech capabilities.
· Professional English and Arabic writing and speaking skills.
· Advanced computer skills and the ability to deal with sophisticated systems implementation and operation.
· Creative, innovative and takes initiative.
· Professional and compassionate attitude, able to coach and develop people.
· Service oriented with excellent customer service skills and attitude.
