Information Technology Manager
The Information Technology Department at the Lebanese American University Medical Center – St. John Hospital (LAUMC-SJH) is currently looking for an Information Technology (IT) Manager reporting to the Hospital Director. This position is based in Jounieh.
Role Summary
The IT Manager is responsible for all aspects of information technology management and control, including supervision of information technology employees, budget preparation and management, recommendations for technical acquisitions, and development of guidelines, standards and procedures.
He/she is charged with strategic planning, tactical action, and operational decision-making to fulfill the mission of the ITS Department.
Main Duties & Responsibilities
Leadership
- Provides leadership, vision, and management to the ITS department
- Holds regular status meetings with team
- Keeps team well informed of changes within the organization
- communicates relevant IT-related information to superiors
- Hires and manages information systems personnel and contractors to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems
- Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees
- Provides day-to-day supervision, evaluates and verify employee performance through the review of completed work
- Identifies staff development and training needs and ensures that training is obtained
- Ensures proper labor relations and conditions of employment are maintained
Teamwork
- Acknowledges and praises each team member’s contributions

Client Management
- Manages day-to-day internal client interaction

Asset Management
- Oversees the revision of the IT Strategic Plan on an annual basis ensuring its coherence with the overall hospital strategic plan
- Evaluates, reviews, and approves requests for information systems hardware, software, or services
- Directs the development, compilation, maintenance, and documentation of computer monitor systems, vendor-supplied packaged programs, macros, utilities, data communications programs, and other highly technical programs
- Develops cost estimates, human resource requirements, work plans, time schedules, and work assignments to meet objectives
- Establishes and monitors program priorities, objectives, and procedures, determining area objectives, targets of service, and needs resource allocation
- Directs the investigation and analysis of computer equipment and related software; supplies management with documentation of advantages and disadvantages
- Builds and maintains vendor relationships and manages the purchase of hardware and software products
- Directs the implementation and maintenance of computer software
- Coordinates implementation of data communication equipment and applications with user departments, vendors, and data centers
- Holds regular departmental meetings to review strategic goals and initiatives; promotes team building and work to provide growth paths for staff
- Supervises the ongoing operations of the hospital IT helpdesk providing quality and timely support to hospital employees concerning hardware and software needs
- Assists staff in understanding and using technology; conducts regular staff technology presentations and trainings
- Meets with managers to discuss system requirements, specifications, costs and timelines
- Analyze technology requirements and develops functional specifications. Conducts comparative analysis and competitive bidding when necessary
- Maintains records, prepares reports, and composes correspondence relative to the work
- Participates on committees, task forces, workgroups, etc. as directed; facilitates technology meetings and user groups
Systems Operations and Maintenance
- Maintains the integrity and continual operation of the hospital network including the inter- and Intra - building wiring plant and wireless networks
- Ensures the continual functioning of mission critical operations
- Maintains security and privacy of the information systems, communication lines, and equipment
- Develops, reviews, and certifies all back-up and disaster recovery procedures and plans
- Oversees IT related aspects of all hospital construction and renovation projects
Varied responsibilities
- Respects confidentiality in discussing consumer/participant, staff, volunteer and organizational matters; also maintains confidentiality of organization, project, fiscal and personnel related information
- Prepares, maintains and tests a technology disaster recovery plan
- Maintains knowledge on current technology by reading technology periodicals, evaluating new technologies and attending trade-shows, technical seminars and training sessions
- Follows and ensures strict safety procedures
- Respects and adheres to the mission, vision, and values of LAUMC-SJH
- Initiates actions to predict the occurrence of non-conformities in materials and services
- Puts corrective and preventive actions in place and follows through the process
- Performs other duties pertinent to this job as appropriate or as required
Minimum Required Qualifications
- Bachelor degree in Computer Science, Computer Engineering or related field. Master degree in Computer Science or related field is preferred
- Minimum of 10 years of work experience in IT with at least five years in a leadership position
- Strong interpersonal communication and relational skills, good organizational and project management skills; sound judgment; initiative; flexibility; detail-oriented
- Strong analytical and logical problem-solving skills
- Languages: Arabic and English, French is recommended
