Procurement Officer

The Procurement Office is currently looking for a Procurement Officer to be located in Byblos Campus. This position reports to the Director of Procurement (DOP).
Basic Responsibilities:
- Receive and process Purchase Requisitions.
- Check with the Budget Office the allocated budgets of Purchase Requisitions, when necessary.
- Verify the BOQ and the technical specifications with the end users.
- Check and compare prices of previous purchases.
- Prepare Requests to Bid and tenders and ask for quotations from suppliers.
- Attend Tender Committee Meetings upon the request of DOP.
- Prepare minutes of meetings, memos and procurement processes, price comparison tables.
- Request technical evaluation and recommendation from end users.
- Prepare Purchase Orders, secure signatures and issue POs to suppliers.
- Initiate contracts with suppliers and secure signatures of both parties.
- Request bank guarantees from suppliers in relation to contracts and Purchase Orders.
- Maintain mutual business relationship with suppliers and end users.
- Track and monitor undelivered Purchase Orders.
- Respond to questions and queries from end users concerning purchase requisitions, budgetary price estimates and other related concerns
- Receive invoices and verify against Purchase Orders and secure end-user’s signature.
- Update iProcurement databases of Purchase Orders, supplier records and supplier catalogues.
- Request approvals related to periodic or repetitive purchases.
- Maintain confidentiality related to prices, offers, bidders and winners.
- Maintain transparency and fairness as per policy and procedures.
Minimum Qualifications:
- BS degree in business Administration, computer science or related field.
- A minimum of 1 year experience in multidisciplinary procurement and in supply chain management systems.
- Experience with iProcurement is highly desirable.
- Strong organization skills.
- Excellent communication skills.
- Computer proficiency.
